Abstract of the Article: “Refinement of Urban Governance Models: A Case Study of Porto and Johannesburg”
This article compares two participatory decision-making methods in local governments: one in Porto Alegre, Brazil, and the other in Johannesburg, in terms of their contribution to urban planning and governance. The study examines participatory budgeting in Porto Alegre and land development processes in Johannesburg, both of which aim to move away from static, government-driven models towards dynamic, people-centered, and integrated planning processes. These processes emphasize a comprehensive development model that addresses all necessary components for urban development, including physical, public, and private sector issues, financing, government, and social factors. The research highlights the importance of coordinating all inputs from various sectors in the development process, offering an alternative to traditional spatial planning control approaches, which focus on land use management, zoning, urban planning schemes, etc. (Dauskardt, 1996).
